Reversing the order reverses the reference. Latter does not automatically identify the better or more recent option.
With three or more options, name the option instead of making readers work out what the latter refers to. Even with two options, repeating a short noun is often clearer in a long paragraph. For a time arrangement, use later: “Could we meet later today?” does not refer back to a pair.
